Well, that explains why setting the pad to Normal worked, bobling; rumble, of course, isn't enabled in that mode.
The usual mode for analog and rumble is the Dualshock one: Analog+rumble doesn't work for most people.

Could you explain how you fixed it?

Basically I discovered that some pad drivers return -1..+1 for their analog buttons instead of the more normal 0..1. The code used to assume that all controls would have a value near 0 when not pressed (both sticks and buttons), but now it takes into account the initial value returned and looks for changes.
I noticed this because one of my pads has this behaviour for its L/R buttons under Linux.

This also fixed the one (though just when the analog mode was off from the pad) I mentioned just now in the Controller Converters thread, so woo.
