Chances are that it displays in a wrong character encoding for quite a few people, due to the fact that there is no encoding specified in the html source. If you change the encoding to Shift_JIS, it will look like japanese. Atleast if you have the fonts for east asian languages installed.

Tekken 2 runs so I'm happy. However, it skips 2 out of 3 frames for me though.

Try this video settings: View->Video Output->Stretch with OpenGL [Restart] To use OpenGL for stretching (It requires restarting, and ignores "Stretch" and "Whole".) Put 0 to Cycle (1), Cycle (2), Cycle (3). Ciao ;D P.S.: I love pSX, but XEBRA is more compatible even if it isn't much user friendly...
