Gameshark, Pro Action Replay, and other such cheat devices for the PS1 are actual "game" discs (and ISO's, if someone that owns them chooses to rip them as such), and I have not seen any emulator for PS1 that has any cheating capabilities built-in yet. Maybe I missed one, though. Anybody care to correct or affirm that?

ePSXe has a built-in patcher, but it's not really suitable for cheat use (and they state as much up-front. It's designed for mod detection patches and the like).
However, there IS the "pec" video passthrough plugin. It's a gameshark-alike plugin that you install as your video plugin, then in the config you pass it the config for your NORMAL video plugin so that it can act as a passthrough and have direct access to memory for cheat patching.
Nevertheless, based on your question, the answer is.. "No, I'm not really aware of any PSX emulators with built-in cheat functionality."

Good... I was hoping I hadn't missed one. I had never heard of that plugin, though... it sounds interesting. For ePSXe, are you talking about the .ppf patcher? Meh... I mainly use that thing for translation patches, although it is, of course, very popular for applying the "copy protection" patches we all know and love.

Interesting, it looks like they removed the "cheat" system from the GUI in the later versions-- I never really bothered with it. If you boot ePSXeCutor.exe, you can see that there's still the ability to set up "cheats" on a configuration you create from it. These cheats are mostly useless in that any you set up are ALWAYS on, period-- you can't turn them off without removing them and I don't think it let you do that while the emu was running. Therefore, only really useful for antimod patching.

pSX also supports runtime patching from .ppf files although atm you can only do it from the command line (use something like: psxfin mygame.bin mypatch.ppf)

Yeah, I noticed that. It's been useful to have, since I didn't know about it until I pulled up the list of commands from the command prompt a while ago. It was especially amusing switching to the R3000 CPU running the interpreter and watching the BIOS load slowly (although the game ran at normal speed, thus ending my minor amusement)... sorry, I'm just weird like that.
