Currently running Vista, sometimes vista uses up 100% of my cpu when i am running it, not sure what's causing it.

You say "Vista uses up 100%" of the CPU while running pSX. Which process is doing this? And does this only happen when pSX is running, or possibly while other emulators and/or programs run?

Sorry, i meant psx uses up 100% cpu sometimes while running. It seems to fix itself eventually though it's the psxfin or whatever process that psx is that is running at 100% cpu use. I tried stopping and closing other programs to no avail, i tried restarting psx, it keeps doing, eventually it runs normally.

I'm having trouble trying to think of why Vista would do this. I've heard of many occasions where Vista will cause 100% CPU usage, but that's usually with a specific process (or none at all), and not just a program by itself. I do know that on my other computer (WinXP, 2.91 GHz Processor), pSX will use up 100% of the processor even though there's absolutely no reason for it to do so.
You might want to try playing with the graphics settings in pSX a bit. Specifically, playing with the "frameskipping", "Sleep while idle", and "Vsync" settings might yield some results. This is, however, purely speculation, though I could see how those settings *might* cause a problem like this.
What are the specs on your computer? Definitely would like to know what graphics card and processor you have, as well as whether you're running a 32 or 64 bit version of Vista.

High CPU usage is not sign of a problem. Emulation does require a lot of processing to emulate non-native hardware, this is always true. Unless the high usage is causing issues with game-play outside of game-play slowdowns, this is not an issue. If you would like to share some of the Specifications of the computer and some more details, we will be able to better understand your complaint.

Well, 100% CPU usage with a program that should only be using a small fraction of that, can be an indication of a problem. Not necessarily with pSX (could very well be an issue with Vista), but an issue either way. There are two tests to figure out if this is a problem with pSX or something else.
The first is simple. Just hit tab to show the FPS (amongst other information) and try to use the Fast Forward feature in pSX while it's running the processor at 100% (hold down the Backspace key). If you get a significant speed-up (over 100 FPS at least), then you know that it's not a matter of pSX needing that much processing power to run.
The second test is checking whether other programs/emulators also have this situation of running the processor at 100% or not. I'm of course referring to ones that normally shouldn't be running the processor that high (something like ZSNES without any filters or enhancements on). If other programs have this problem, then it's a problem with your drivers or Vista itself, and not necessarily pSX.
