The MESS project currently has been heavily contributed to in regards to the core and code currently used by pSX. pSXAuthor contributed heavily into the MESS project's PSOne emulation code. Whether this MESS code is or isn't pSX's actual code is not of concern, the point is, the sources are there.
For anyone wanting to pick up the torch regarding PSOne emulator developments, the MESS sources could be used in reference to construct and redevelop a working and fairly accurate PSOne emulator. The only thing you would be required to provide is input/output APIs, a UI, and other things like CDROM support.
The sources are readily available for anyone interested on MESS's website and developer's pages.
pSX might be a dormant project, but that doesn't mean development of forks based on code it used can not be redeveloped and remade by anyone interested.
