Go here to download v1.13 of pSX. Then when you first start the emulator, go to Configuration and go to the Memory Cards tab. In the box for the first slot, type whatever name you want to give the memory card, followed by ".mcd" (without the quotes of course). Hit OK, go into the BIOS menu, select Memory Cards, and let it format the card if it asks. Then restart the emulator and load whatever game you want to play.
Oh, and be sure to configure your controller too. For best results, keep the controller type as "normal pad" unless you're playing a game you know uses analog control. As a note, you have to set the controller as "normal pad" to navigate the BIOS menus too.
Start the emulator, do File -> Insert CD image, navigate to where you have your image saved and click on it, rainbowhaze. Depending on what format image you have, it's best to start it by selecting the descriptor file (see below) rather than by selecting the image file itself.
Are you using the term ISO to refer to an image (that's what ripped Playstation CDs are usually referred to as) generally, or specifically to an image in the .iso format? The .iso format is the worst one you can use, as it doesn't include track information, which is necessary to reproduce music, sounds, videos etc that are in separate tracks within the image. That's why it's the only format that doesn't have a descriptor file that accompanies it. .bin/.cue is a better format; the descriptor file is the .cue one, and the best formats are .ccd/.img/.sub and .mdf/.mds, as these include subcode information from the original CD, which is needed to play protected CDs. The descriptor files for these formats are the .ccd and .mds ones, respectively.
If you have ripped your CD to the .iso format, you would be much better off dumping it and re-ripping your CD to one of the other formats.

I figured out how to use ISO's. I'm playing Legaia right now. I don't have the rip, I just dl'd it and it has sound and everything, but I have a problem. I died in Legaia and I had been saving the whole time, but when I tried to load it, it doesn't exist, which really pi**es me off to be honest, I was playing for quite a few hours. Any idea what went wrong?

Downloading Playstation games is illegal and you won't receive help for a downloaded game here or in any responsible emulation forum. We don't support downloaded games because they're illegal, but even if that were not so, we still wouldn't support them. Downloaded games are usually badly ripped - why should some bozo uploading illegal games care? - and most of the problems with them are usually due to the bad rip.
It's also stupid because so many Playstation games can still be bought cheaply and easily - if you don't have a local dealer offering Playstation games, try ebay or Amazon. By buying the game you can then play it legally and, if you want to play from an image, you can rip it yourself and make sure it's a good one.

No, they are specific to the game itself, using the Game ID (which varies by region) as it's identification. Although... I suppose with some games, it may be possible to use a savestate from the same game of a different region. But keep in mind that even if the game is exactly the same, there could still be problems with certain data not loading correctly.
If you really want to try, just keep in mind that the odds are probably against you.
@(anybody): The question actually makes me curious enough to want to test it. Does anybody here have PAL savestates I could possibly test? I have all the Final Fantasy games, and since it's so popular (and basically unchanged from America to Europe), that'd be a good series to test from I think. Legend of Legaia, Legend of Dragoon, and Star Ocean 2 are also games many people have (that I have) that would be good to test...

Well, patrickp has the PAL version of the game (as seen earlier in this thread when I had to convert a save for him to load and play past a point for somebody). I'll see if he has one he can provide to me...
Savestates seem to simply save some data which the game currently uses. You can even play a bit with savestates without even using the disc at all. ( Maybe the same data which the ps1 would have stored into it's memory?)
I assume a savestate placed directly in the savescreen may work but if they have changed some pointer-addresses etc it will probably crash as soon as it actually tries to access the disc. (and can't find the data it needs)
Of course that's just my theory. ^^
edit: I have ff8-9-Pal but they are in german. (+no savestates present at the moment)
Savestates are a direct RAM and processor state dump. I really don't think it'll work too well cross-region, as there are inherent differences in the NTSC and PAL systems. In particular the state of the video hardware is going to change between the two regions.
While there is the chance I might be wrong, I'm going to put odds at 90% against success.

Hey, yeah, me again, uh.. does anyone else have a problem with this game? Mine freezes in the "Going Back to the Past Conkram" cut-scene everytime and says, "r3000: executed illegal opcode ff003f00", "r3000: executed illegal opcode 07f4ec00", "r3000: executed illegal opcode 45072178", and "r3000: executed illegal opcode ffe0e000".
Anyone know whats going on? Please... I just wanna finish the game, soo closeee... T_T
