This report is no use without the game IDs, weforum, as it means we can't identify the game correctly.
The game ID should be on the game case spine, and is usually on the CD labels as well if you have a multi-CD game. Otherwise, browse the CDs or mounted images; look for a file in the format S###_***.** where # is a letter and * a digit. That's the game ID. For a Japanese game, the 4 letters will be SLPS, SLPM, SCPS or (possibly) SCPM. If you look in your saves folder (which is quick saves; cards is memory card saves), and can identify the quick saves for the game, the file name should also include the game ID.
If you get problems playing from images, it's essential to try playing from the original CDs as well.
However, the report on this game in the Compatibility Lists saysIs that your problem, and does this fix it? Perhaps now you can see the value of looking at the forum documentation and searching for answers? At any rate, there appears to have been no report for this game since version 1.11 of the emulator, so it's useful to update the lists with this.
When playing with .img images, they should have three files in all: .ccd/.img/.sub. The best way to start a game image that includes a descriptor file in pSX, is to select the descriptor file rather than the image itself; this enables pSX to use the information there. In this case, the .ccd file would be the descriptor file; it's .cue in .bin/.cue and .mds in .mdf/.mds. Most other Playstation emulators don't seem to use the descriptor files: this means they may have problems with multi-track images.
Also, the full name for this game (from the Compatibility Lists) would seem to be "Winning Eleven: World Soccer Winning Eleven 2000." Could you confirm this, please?

The other game you mention - would this be a European PAL game called "Pro Evolution Soccer 2?" I can't find a game called plain "Pro Evolution Soccer" although it seems logical there should be one if there's a version 2. If it's "Pro Evolution Soccer 2," there was a report for this in version 1.10 of the emulator, but not since. If it is actually "Pro Evolution Soccer," there doesn't seem to be a previous report for it: a report on either game would be useful, but particularly so on "Pro Evolution Soccer." Please start a new report for it, giving the required information and trying the fix I mentioned.
BTW what BIOSs are you using for each game?
