Open pSX, File menu, and you'll see the relevant tool.
cdztool.exe is for use on the commandline, and double-clicking it does absolutely nothing, as it needs parameters.

The cue files are like a table of contents. They contain information that tell the emulator where the program and audio tracks begin and end.
Therefore, if the cue file is missing, the game will not run.
I'm sure someone will pop by in a second and post how to create a rudimentary .cue file in notepad that should help get your games running. CD audio may be playing correctly or missing entirely when using this method.
You could also try to mount your images on a virtual drive (such as Daemon Tools, Nero Image Drive, Alcohol Virtual Drive or Virtual CloneDrive) and see if they will run from there.

When you say '.isos,' I presume you mean .bin files, andoy13. .iso is one Cd image format; .bin/.cue is another. AFAIK a .cue file (or any other descriptive file) is not usually generated when you rip to .iso and pSX shouldn't need one to play an .iso file.
.bin files are usually ripped in the format .bin/.cue and the .cue file is necessary in many situations to play it properly. pSX generally doesn't play formats like .bin or .img without a descriptive file (.cue for .bin files, .ccd for .img files), while ePSXe, for instance does.
Your best bet, andoy13, is to rerip your CDs and, if you rip to the .bin/.cue format, don't dump the .cue files. Alternatively, you can rip to the .iso format, which doesn't need a descriptive file, or to the .ccd/.img/.sub format, which is best of all as it is the only format pSX recognises that includes a CD's subcode information - often helpful to play copy or mod protected games.
Also, if you use a format with a descriptive file, select that rather than the image itself to play it in pSX.
Otherwise, it's Sune's recommendations: create your own .cue file or mount the image and play it as a CD.
