VGS and pSX use dithering for completely different reasons: VGS uses dithering because it only uses a 256 colour display. pSX emulates the Playstation's dithering (which is used represent 32bit colours on a 16bit display).

And does the real console use the dithering when playing movies?

It depends - the actual output from the MDEC is not dithered, but if the game makes any brightness adjustments they it may use dithering (its up to the game - it can draw the polys with or without dithering...).
I can't see any dithering in the example MDEC pictures you posted though...
