This requires some method of running homebrew apps on your PS2. This could be accomplished with a modchip, an Action Replay MAX, or a couple other methods which are more special/isolated cases.
If you have an unmodded fat PS2 (version 11 or earlier)... You won't actually need the ARMAX in any way to get the saves, though you'll most likely need it to install an exploit if you haven't already (see here for tons of tutorials of different ways to install the exploit). Note that in this case, since you're only installing the exploit, you can use any cheat device or program that allows the managing of saves between a PS2 memory card and a USB drive, burned disc, hard drive, etc (depending on how you install it). But if you don't already have it installed, you'll find out more by following that link I gave earlier.
If you have an unmodded slim PS2 (version 12 or later)... You'll need the ARMAX for the Media Player to run the exploit. If you don't know how, go here. Just keep in mind with that tutorial that all you have to do is run uLaunchElf. All you need to worry about is the first three steps, changing "Cogswap" to "uLaunchElf". Apparently, this can be done with a few other cheat devices using media players, but I can't really vouch for them, so it's up to you what to use.

Some may let you load it from a USB drive, some may require you to use a burned CD with it on there. That you'll have to find out on your own (though if you have a modchip installed, you should already know how to run homebrew on there).
Now... All you have to do is load up some version of LaunchElf (or uLaunchElf... I've tested both), preferably something like 3.61 or newer (with the USB drive in of course). If you're already running the Independence Exploit, you should already have a version of LaunchElf/uLaunchElf as your boot program, so that shouldn't be a problem anyway. Whether you have it or not, I recommend the latest version of uLaunchElf, which can usually be found here.
From the program, enter the FileBrowser and click on whatever slot your PS1 memory card is in. Then "mark" (with the X button) every save you want copied off the memory card. After you marked them all, hit the menu button (R1 by default), and click Copy. Then navigate back to the drive selection area where you picked the memory card slot, and click on your USB drive (called "Mass"). Then just pick the folder you want the saves in (or just stay in the root directory if you want them there), go to the R1 menu again, and click mcPaste. That's all there is to it...
A note to remember is that PS1 saves placed on a PS2 memory card lose their PS1 attribute flag, so make sure the PS1 saves are on a PS1 memory card for best results. It may not end up being a problem (though you'd definitely notice a problem if you try using a memory card manager to handle PS1 saves on a PS2 card). But to be safe, make sure the saves are on a PS1 card.
