BIN/CUE files aren't the BIOS. The BIOS is the software on the PlayStation that does much of the interpretation of instructions from games.

You may have seen the signs now all over this forum not to ask for BIOS files, jopak. The reason for this is that the BIOS needed is a basic bit of software from a Playstation (there are different ones for different areas and Playstation versions) that it needs to run. Although Playstation emulators are are written to run Playstation games without actually using Sony's hardware and software, they need the Playstation BIOS to do this. However, Sony owns the copyright to their various BIOSes and hence it is only legal to have one if you own the Playstation it comes from.
Therefore, strictly speaking, the only legal way to get a BIOS to enable your emulator of choice to run is to rip one from your own Playstation - if you don't own a Playstation, you can't legally own a BIOS for one. This can be done with various interface devices for a Playstation and the appropriate software, but is not particularly easy to do.
Most people google for one: however, most forums involved with emulation will not permit discussion of anything other than ripping one of your own legitimately because, as Sony have often demonstrated (witness the fates of Bleem! and VGS Connectix - google them) that they will pursue legal action against the producers of Playstation emulators if they can. Therefore emulation forums don't generally allow discussion of what would be an illegal act (obtaining a BIOS you're not entitled to have) since it is not wise to allow large, powerful and ever so lovable organisations like Sony the slightest edge in this.

No. jopak, the BIOS is _not_ a Playstation game. It's a specific file that has to be downloaded from a Playstation. I would take pSX Author's advice here.

Yeah, psX Author is going above and beyond the call of duty with his hint, so take his advice. Anyways, jopak, try and think of the BIOS as the operating system of a computer (yeah, I know a computer has a BIOS). While it in itself is not a game, you would be not be able to play any games without it. In fact the hardware is basically useless without it. Hope that clears things up a bit.
