There seems to be a subtle bit of lag with Vsync on, at least on my ATI card (mobile 9700). I imagine this probably occurs on most cards, or most ATI cards, at least.
It's noticeable in games like Gradius Gaiden.

I'm using a 9700 Pro, nighttrap; can't say I've noticed anything like this. Do you get it in all the games you play in pSX?
I guess you could check that you've got up-to-date chipset drivers, DirectX and videocard drivers installed?

It's noticeable in games like Gradius Gaiden. Any lag is almost certainly coming from your video card drivers. Make sure you haven't changed anything in display settings. Any driver which buffers more than 2 frames should fail D3D certification these days.
