When I press Apply, it will not let me apply the attributes to all of the files in the folder, there is some error that comes up, that prevents me from applying the settings to certain files in the folder.

Such as? I moved the folder to My Documents, and when I un-tick 'Read-Only' and take it off and press apply, I go right back to the folder and 'Read-Only' is ticked again. Screenshot of the Properties dialog when you re-open it, please? My bet is that the checkbox is in the "undetermined" state (grayed), which happens, and is completely normal...

I'm sort-of stumped then. Are you trying to show by those images that it says that for *every* file, or just those files that you posted pics for? Cuz if it's just those files, you can delete all of them (unless you really want/need cdztool.exe). Changing those two checkboxes and setting the permissions *should've* avoided any problems of setting the permissions, so I don't know what to say at this point.
Since you're basically using the hidden Administrator account that usually shouldn't be used... Maybe you could try creating your own Administrator (which will hide that other one, so it'll still only be "one" user if you use the Welcome login screen). It probably wouldn't help, but it might be good to do either way (I like creating my own account and keeping that Administrator account as a back-up, since I'm the only one around here that knows how to get to it anyway... XD).

So you are saying create a new account with the same actions as a computer admin?

Well, it's more like a general recommendation, to have a created account. The built-in Administrator really isn't meant to be used as the main user, instead usually being reserved for being used when needed. My recommendation overall would be to create an admin account to be your single-user, so that the hidden Administrator account can be used as a fall-back.
In terms of this situation, I have no idea if it'll work, but creating an admin account might very well help solve the problem, since it'll have the default security settings (being a new account). It's a relatively painless thing to try, and it might even work.

The folder still refuses to remain non-Read-only.
I created a new account but still no avail, but will this still affect the way the emulator makes a new memory card every time it is opened?

Did you try deleting psx.ini like patrickp suggested? You never really said either way on that.
If nothing else, try creating a new folder within the My Documents of the new account, then download and extract a fresh copy of pSX to that folder and see what happens. I sort-of wish I could check your computer myself, as I keep feeling that if I was there, I'd think of something to fix the problem, as this is a lot harder than it should be and there has to be *some* reason for it... :/

Have you attempted to take ownership of the files? File/Folder Properties > Security Tab > Advance Button > Owner > Select User Account/Group > Apply

I just did what patrick said, delete the ini file, take ownership of the file, install a fresh copy into My Documents. It's still creating new memory cards everything I open the exe.

@truth Unknown: Good call... I was looking at that tab and even looked through it, but somehow it didn't click that taking ownership might help (though long ago, I always made sure that my personal admin account had ownership of all my stuff). Unfortunate that it didn't work. I am so completely stumped on this it's not even funny. It's such a desperate situation that I'd almost just recommend backing up everything to other media (external hard drive, CD/DVD, etc), reformatting the hard drive and installing Windows fresh. Because the way things are looking, that might actually be easier and less time consuming than whatever solution we *might* be able to eventually figure out. A note on that suggestion... Do *not* just reinstall Windows without reformatting. Your folder/file settings will remain intact. I have experienced this first-hand when I had special permissions set on my personal stuff and reinstalled Windows, only to find that I couldn't access it anymore because I wasn't the unique user (users get a unique identification that either can't be changed or is horribly difficult to do) that my files/folders were assigned to. Burning to CD/DVD will erase the permissions. Copying to another hard drive (*not* cutting/moving) will also erase the permissions. Besides, don't you just feel that a fresh start would do you some good...?

I never re-install windows without formatting.
I don't have problem with re-installing Windows, I'd rather do it to have fresh start, but at this time, I have not fully backuped all of the files that I need to. I have a DVD-R full of files that I am backing up, yet I still have more things to backup. I wouldn't be in a rush to re-install just for pSX, I have found another to play the game and save, but when I ever do re-install, I'll try it again. =)

I do the dirty reinstall nearly all the time. I find it easier to just reset permissions--
I rename my user profile first, so that I can recreate it in Windows, log into it once to make sure the directory structure is created, log back out to Administrator.. then delete the newly created profile folder, rename the old one, and reset permissions.
Bam. You can now log back into the old profile just fine, though you'll need to clean up assorted permissions on folders elsewhere if you have specially secured folders.
