I've acquired pSX v1.13, the emulator works perfectly but I have a slight problem with the memory card feature.
I've been able to exit in and out of pSX and being able to load my game, but recently when I tried to load my game, it said the memory card wasn't formatted.
Now, everytime I open pSX v1.13, it creates two new memory cards, and it does not put them in the 'cards' folder, it puts them in the folder that I named, 'psx_1_13'. I've changed the settings and told the emulator to save the memory card files in 'cards', even though that setting is applied, it still creates new memory cards every time I open pSX.

Try deleting your psx.ini file, vampx - back it up if you're worried, but it will simply cause pSX to go back to its default configuration, and it's not difficult to re-configure it.
Is 'psx_1_13' the folder you have pSX running from, and is the cards folder in 'psx_1_13?' If so, have you checked that permissions are read/write for the pSX folder and its contents?

The folder is 'Read-Only', is that the problem?

Very likely. I presume you're using Windows? Untick the Read Only box, and take the option to apply this to all subfolders and files. Check when you're done as, if you're using XP or Vista, they have a nice little habit of not accepting the change but not notifying you.
It's often a good idea to put pSX in a folder somewhere like your My Documents so you don't get permissions problems.

I moved the folder to My Documents, and when I un-tick 'Read-Only' and take it off and press apply, I go right back to the folder and 'Read-Only' is ticked again.

That happens. Don't move the old folder, re-extract your pSX download into a new folder.

In your My Documents? What OS are you using, vampx, and what sort of account do you have - is it your computer?

Windows XP SP2 Professional 2002
The only account in existence, Computer Administrator.

Why the 2002, vampx? TBH if you're running in an administrative account, horribly insecure though that is, that should give you complete control, and you should have control in your My Documents folder anyway.
I have as little to do with Windows as I can nowadays - maybe someone else can figure this out?

Ubuntu - I'm just trying out the Hardy beta ATM, and I have Gutsy running as well. Much better inherent security, much more reasonable rights administration - and free. TBH I think Gutsy and Hardy both run pSX better than Windows does, as well...

vampx: Do you know if you or anybody else has messed with the security/sharing settings of the hard drive itself? Changes like that would override any changes you try to make to folders themselves.

Best way to do it if you just want the new settings to apply to the pSX folder (or a folder higher up containing all your emulators if you want to do it that way) would be to right-click the folder you want to fix, goto "Sharing and Security" -> "Security" (tab)... then you want to click whatever user(s) applies to you (even with only one user, there's probably multiple ones on the list), and make sure that for each of them, all the checkboxes under "Permissions" are set to "Allow" (simply clicking the "Full Control" box will set the rest appropriately). Then hit the "Advanced" button and make sure that the first option near the bottom is *not* checked and the second one *is* checked (so that settings on the hard drive itself won't affect it, and all settings will also carry over to folders within the one you're adjusting).
Doing that should *hopefully* fix your current problems. If not, we'll really have to think hard to figure it out.
