That's going to be highly dependant on the game, encoding method, and so forth. Just like with NES, SNES, Genesis, etc rom images.
If you're planning on translating, you need a team that can do the text extraction, insertion, any pointer changes needed, etc for you.
If you're planning on doing the codehacking end, then you're going to have to figure out how the text is encoded and work all this out for whoever is doing the translation.
Either way, it's not a simple case of "extract.exe myiso.iso"
