This is very confusing me. A lot people saying Fear Effect instead of fear effect. On my cd case and book say fear effect. I never did got the 2nd game. I wish I did though. I don't know why I pass the 2nd game. I think that I was wire up on Final Fantasy and Capcom games at the time back then.

Is this a trick question?
I always properly capitalize every word regardless of how it's spelled on the cover of the game. If you want to write it as it is on the cover, you should also go all out and be consistent with other games. For example, FINAL FANTASY is is always fully capitalized on every cover. CAPCOM logo is also written in all-caps.
The second game would be called fear effect2 RETRO HELIX™ (can't forget the trademark icon).
Fonts and the likes are stylistic/design/artistic choices and I think it's silly to try to replicate them under normal writing conditions. Honestly, they are closer to drawn logos than written text.

Since this question may be a joke, I won't comment of that.
But about FE2, I think you should try to look for it. FE2 is a great game, in some aspects, better than the first. Its longer and has 4 characters instead of 3. And the game happens before the first, so we see the begining of the plot. Very nice.

Just write it like any other title. Fear Effect 2: Retro Helix is indeed better than the first one (too bad they canned the PS2 sequel), shorter loading times, and less of those to boot. The first one seemed like it had to read from the CD all the time. Rather painful especially on those sudden death situations. Nothing like dying over and over and spending most of the time waiting for the level to reload.

Well I will leave it as fear effect. This doesn't make any since to me so ever on how they write it.
There is a rumor they are coming out a movie in 2008. Maybe a new game too for ps2 or ps3. X-Box might get it so I will be piss if this happen.
If I ever get the 2nd game then I will leave it as fear effect 2: RETRO HELIX as well.

If that is what you want, then go for it.
Eventhough I personally dislike attempts to replicate logos, I have long since stopped caring about it because it's a fight I can't possibly win.
