I believe a look in the FAQ would have had an answer, anyway you can't. No one can, its a one man job and pSX Author is that man. It's closed source and pSX Author doesn't appear to be changing his mine on that anytime soon.
Well I guess you can help by reporting Issues on games, but do understand our rules before going further into that.

In general, requesting to join a project involves posting such a question in the development section of a forum (most forums open to new team members has such a section).
To elaborate on Truth Unknown's answer... pSX is pretty much a pet project for pSX Author. Releasing it to us has been a bonus to us, rather than a goal. pSX Author is not full of himself or arrogant (not saying you thought he was of course), but rather that it's his project and simply doesn't want any help. And if for some reason he *did* need help, I'm fairly certain he has a few resources to turn to for it.
Thanks for your interest though. Lot's of people wish they could help, so it can get a little annoying after a while explaining all this, but it's still nice to see so much community support.

It is sorry me. Will pass yet years five and interest to the platform of PSX will go out and quite already now with the output of Ps3 the projects of emulators for Ps2 are little actual. I wanted a bit to breathe in lives in the dying platform of Ps1. Well if a project would be with the opened source code but for the narrow circle of persons... Well will say persons of signing a document about non-proliferation of source codes... Although now already there are the opened projects - www.pcsx.net/ But it is twisted written very ...
