I know this might be misinterpreted as the switching resolutions issue, but this has nothing to do with it.
The feature I'd like to ask for pSX is allowing the normal 4:3 aspect ratio to be displayed on a 16:9 (widescreen) monitor. Most games I play end up getting stretched out by the sides.
I don't have a lot of experience using D3D, but if changing the aspect ratio and/or viewport is anything like OpenGL, it shouldn't be too much of an issue and probably can be done without switching the resolution of the hardware.
